Job Description:
Position Summary Under the general direction of the Associate
Vice Chancellor of Information Technology, the Director of
Application Services manages enterprise applications across the
district, overseeing Business Systems, Student Systems, and
Integrations/Development teams. The Director assesses existing and
emerging technologies to support business objectives at both
District and college levels, ensuring effectiveness, scalability,
and service quality.
The Director is responsible for the continuous operation and
maintenance of enterprise applications, including ERP Systems (HR &
Finance), Student Information Systems, Financial Aid Systems,
Document Management Systems, Integration Services, Custom
Applications, State Interfaces, and Reporting processes. Leading
multiple teams of IT professionals, the Director oversees the
delivery, integration, configuration, training, and support of the
District's enterprise applications, assigning and prioritizing
tasks, fostering personal growth, and recruiting staff.
Representing DOIT in campus collaborations, the Director leverages
feedback and guidance, and must be willing to work flexible hours,
including evenings and weekends when necessary. Typical Duties
Typical duties may include, but are not limited to:
Strategic Leadership:
- Providing strategic direction and leadership for the
Application Services department including the Business Services
team, Student Services team and Integration/Development team and
functional responsibility over enterprise applications including
Peoplesoft Human Resources, Financial Services, Campus Solutions,
Oracle Student Financial Planner, Highpoint Degree Planner/Schedule
Builder, Boomi Integration and Master Data Management Platform and
OnBase Document Management.
- Developing and communicating a clear vision for leveraging
technology to support academic excellence, operational efficiency,
and student success, with a strong emphasis on ensuring that
enterprise applications effectively meet the diverse needs of Los
Rios students, employees and stakeholders.
- Cultivating strategic partnerships with industry vendors,
technology providers, and peer institutions to stay abreast of
trends and developments in ERP systems, Software-as-a-Service,
Integrations-as-a-Service, and Data Management.
Operational Excellence:
- Overseeing the design, deployment, and management of enterprise
applications to ensure reliability, scalability, and security.
- Providing oversight and leadership to the acquisition,
configuration, integration, and maintenance of the Enterprise
Resource Planning (ERP), Software-as-a-Service (SaaS), and custom
applications.
- Developing system Integration Strategies, including the
effective use of APIs, Integration-as-a-Service platforms, and
Master Data Management (MDM).
- Leveraging User Interface/User Experience (UI/UX) principles to
continuously assess and improve customer satisfaction with
enterprise applications.
- Implementing best practices for IT Service Management,
including incident management, problem management, and change
management, to enhance service delivery and user satisfaction.
- Driving continuous improvement and automation initiatives
across all areas of responsibility to optimize performance and
efficiency.
- Supporting and troubleshooting production issues and leads
incident response and management activities.
- Representing the organization in relevant industry forums,
conferences, and consortiums to identify opportunities for
collaboration and knowledge sharing.
Technology Innovation:
- Leading the evaluation and adoption of emerging technologies to
drive innovation and enhancing organizational agility.
- Fostering a culture of innovation and collaboration to
accelerate digital transformation initiatives.
- Develop and execute system integration strategy to ensure
streamlined data connectivity and improve operational efficiency
between enterprise systems.
- Championing the use of data analytics and business intelligence
tools to drive informed decision-making and improve institutional
effectiveness.
Stakeholder Engagement and Communication:
- Building and maintaining strong relationships with internal
stakeholders, including executive leadership, academic departments,
administrative units, faculty, and student groups to understand
their technology needs and priorities, and developing tailored
solutions to support their objectives.
- Communicating effectively with stakeholders to understand their
needs, expectations, and feedback, and incorporate their input into
decision-making processes.
- Providing timely and transparent communication on technology
initiatives, projects, and servicing disruptions to minimize impact
and build trust and confidence in the department's
capabilities.
Risk Management and Compliance:
- Developing and implementing robust security, privacy, and
compliance controls to protect institutional data, software,
systems, and assets, with a focus on Information Security and Data
Governance.
- Leading the development of risk management strategies to
mitigate cyber threats, regulatory compliance risks, and other
operational risks, including Asset Management and Change
Management.
- Ensuring compliance with relevant laws, regulations, and
industry standards, and overseeing the preparation and response to
audits and assessments.
- Ensuring business continuity and continuity of service delivery
through regular successful continuity tests, system architectural
review and approval and disaster recovery plans.
Talent Development and Engagement:
- Attracting, developing, and retaining top talent in the
Application Services department through effective recruitment,
training, and professional development programs.
- Fostering a culture of excellence, collaboration, and
accountability by setting clear expectations, providing
constructive feedback, and recognizing and rewarding
performance.
- Promoting diversity, equity, and inclusion in all aspects of
talent management, and creating opportunities for career
advancement and leadership development.
Performance Management and Accountability:
- Defining and track key performance indicators (KPIs) and
metrics to measure the effectiveness, efficiency, and impact of
Application Services.
- Holding team members accountable for achieving performance
targets and meeting service level agreements (SLAs) through regular
performance reviews and feedback sessions.
- Implementing mechanisms for continuous improvement and quality
assurance to ensure that application services meet or exceed
stakeholder expectations and industry benchmarks.
Financial Stewardship:
- Developing and managing the departmental budget in alignment
with strategic priorities and resource constraints, with a focus on
optimizing investments in enterprise applications and
operations.
- Identifying opportunities for cost optimization and efficiency
gains through technology initiatives and investments.
- Ensuring transparency and accountability in financial
management practices and providing regular reporting and updates to
executive leadership and key stakeholders.
Change Leadership:
- Leading organizational change management efforts to drive
adoption of new technologies, processes, and organizational
structures.
- Anticipating and addressing potential challenges and resistance
to change through effective communication, education, and
stakeholder engagement.
- Fostering a culture of resilience and adaptability to enabling
the organization to navigate complex and dynamic environments and
seize opportunities for innovation and growth.Performing other
duties as assigned.
Knowledge of:
- The tools currently utilized in the deployment and support of
district applications, databases, operating systems, and middleware
software programs include: Peoplesoft (Financials, Human Resources,
and Campus Solutions), Salesforce CRM, Salesforce. Marketing Cloud,
Oracle Student Financial Planner, Highpoint Degree Planner/Schedule
Builder, Boomi Integration-as-a-Service, Boomi Master Data
Management, GT eForms, CCC Apply & CCC Assist Systems, OnBase
Document Management, Oracle DBMS, SQL/Server DBMS, and other
associated products and tools.
- Application Lifecycle Management.
- SDLC, and Support.
- Traditional & Agile Project Management Methodologies.
- Project Planning, Estimating, Scheduling, Tracking, Budgeting,
and Reporting.
- Risk & Issue Planning (Identification, Mitigation,
Resolution).
- Strong Diagnostic & Analytical Capabilities.
- Excellent Written & Oral Communication Skills with all levels
of management.
- Ability to prepare formal management presentations, along with
organizing and conducting effective meetings.
- System Integration Strategies, including the effective use of
APIs, Integration-as-a-Service platforms and Master Data
Management. Minimum Qualifications
- Have a bachelor's degree from an accredited institution in
computer science, management information systems, or related field;
OR a bachelor's degree in any field with two (2) additional years
of information technology leadership experience.
- Have five (5) years of information technology leadership
experience including (3) years of administrative experience in a
large education, governmental, commercial, or industrial
organization, which includes responsibilities in planning,
operational, supervision, and budget administration of information
technology fields.
